Site History:

•  1930s – DuPont Chemical Facility operated on sites located south of the       Property

•  Rail spur from DuPont facility traversed southern portion of the Property

•  1970s – hillside in northern portion of the Property leveled through             emplacement of fill (foundry sand, C&D debris, asphalt, etc.)

•  mid-1970s – asphalt plant operated on fill area

•  1996 to 2004 – southern portion of the Property operated as auto               storage yard

•  Phase I Assessments completed 2003 and 2005

•  Phase II Assessments completed 2005

Remediation Plan:

The Lincoln Heights Community Improvement Corporation directed extensive environmental assessment investigations at the Property between 2003 and 2005.   Based on the results of those assessments, a vast majority of the Property (24.1 acres) currently meets commercial land use standards established under the Ohio Environmental Protection Agency's Voluntary Action Program (VAP).

The limited area of the Property that does not currently meet commercial land use standards (see map below) displays chemicals of concern in soil, primarily benzo(a)pyrene, at concentrations exceeding commercial direct contact standards.   This area could be effectively remediated through excavation of impacted soil (estimated at 1,750 cubic yards), followed by emplacement of clean backfill.   Given the limited volume, the scope of work and costs associated with removing soils exceeding commercial standards represent an insignificant portion of overall typical site development costs such as geotechnical assessment, site grading, etc.

 

Remediation Financing: US EPA Brownfield Cleanup Grant pending.
